These are performance ignitions. They advance the timing slightly for improved performance and also make starting a lot easier due to a lower firing voltage (you don't have to kick the bike quite as hard on a XR400).
I've used these on the electric start kit for the XR400 and the kit requires a CDI booster or a different CDI to start the bike, due to the normal CDI having a higher firing voltage than the starter can spin the engine, so I know they work.
They also boost the performance of the bike by having a stronger spark. They are similar to the Vortex CDI's, but don't have the adjustment and they are a lot cheaper!
